What's Been Done

Together the America's Health Insurance Plans and the Blue Cross and Blue Shield Association have:

• Identified the core set of information that should be in all personal health records



• Developed the standards for portability of PHRs when a consumer changes insurance and grants permission



• Pilot tested the standards to ensure that they work.



• Adopted an industry guideline that goes beyond federal health privacy laws. Consumers who wish to transfer PHR information from one insurer to another must first be enrolled with the new coverage and must formally grant their permission.



• Set a goal of 2008 for the industry to implement the model PHR and to adopt the standard that allows portability of PHRs for consumers who change insurance.
