On March 6, 2019, AHIP submitted a statement for a legislative hearing in the House Energy and Commerce Committee that focused on bills aimed at stabilizing premiums, lowering costs, and promoting enrollment in the individual health insurance market.
The hearing focused on three separate bills that would: (1) provide $10 billion annually to support state reinsurance programs and other approaches to making health care more affordable; (2) provide $100 million annually for the Navigator Program to support outreach and education activities focusing on the annual ACA Open Enrollment Period; and (3) provide $200 million to support the planning and establishment of state-based Health Insurance Exchanges in states that currently are participating in the federally-facilitated Exchange.
Our statement expresses support for each of these bills and also highlights our additional recommendations, from our November 2018 report, for making premiums more affordable for Americans who buy coverage in the individual market.
