The CMS Interoperability and Patient Access Final Rule requires health plans to make patient data available through industry standard APIs. CMS and the Office of the National Coordinator for Health IT (ONC) have acted to foster easy patient access to consumer health information through interoperability and to unleash digital health innovation. In addition to meeting a January 1, 2021 compliance deadline under the Final Rule, health plans must mitigate significant cybersecurity and consent risks, as patient data can only be made available to third parties authorized by the patient.

Bob leads a team of consultants focused on System and Process Modernization for Health Plans. His entire career spanning over 35 years has been focused on healthcare information technology. Before joining Change Healthcare, he was a Senior Vice-President CIO of two managed care plans focusing on aligning the implementation of technologies to achieve desired business objectives for these organizations. In addition, Mr. Hoover was a management consultant for KPMG and FCG solely focused on healthcare. Mr. Hoover has been involved with healthcare interoperability for over 15 years assisting in building a successful Health Information Exchange (HIE) in Western New York. During this time, he also led an initiative for 3 local health plans connecting with the HIE to receive clinical information supporting both their HEDIS and Risk-Based Revenue programs. Mr. Hoover also served as the Program Director for the ONC sponsored WNY Beacon Communities Grant.
AVP of Payer Strategy, Medical Networks
Ed provides strategic direction deriving health plan’s value from the electronic document exchange including pre-adjudication platform, machine learning, even-based process, comparative analytics, and solution integrations. Before joining Change Healthcare, Ed was the GM of TIBCO’ Multi-Enterprise Connectivity Group, CTO at Foresight that produced a HIPAA validation product suite, and VP of Development at Sterling Commerce facilitating EDI exchange for multiple industries. Ed has developed payer health care solutions for the past twenty years.
VP of Connected Consumer Health Services
Germán is responsible for the overall product vision and execution, including working across Change Healthcare to coordinate the various data, platform, mobile app, and other product components that comprise the consumer-facing service offering. Germán’s prior experience includes launching and growing two startups in the payments and ecommerce/logistics spaces, several years at PayPal in various product, corporation strategy and business development roles, and prior experience that included solutions architecture, strategy consulting and coding.
Sr. Executive, Interoperability & Digital Experience Strategy
Bill is responsible for leading Change Healthcare’s Interoperability solution market awareness and adoption initiatives. He has more than 20 years’ experience in healthcare IT, enterprise software, and Fintech. He has successfully launched and scaled 5 healthcare IT and digital experience businesses (C2B and B2B) for companies like Cambia Health (Regence BCBS), McKesson, JPMorgan Chase and Oracle. Bill is a Certified Health Insurance Executive (CHIE, AHIP in partnership with Northwestern University – Kellogg School of Business), Six Sigma Black Belt and has an MBA in Finance and Business Systems Integration.
