Joe Brand is the Chief Operating Officer and Senior Vice President of New Business at Health Partners Plans (HPP). In this capacity, Mr. Brand is responsible for the company’s technology and operations vision, strategy and direction. He has more than 30 years of information technology (IT) and operations experience and proven expertise in strategic planning, portfolio management, digital transformation, enterprise systems implementations, IT rationalization, and large-scale management of technical and operations professionals, with an extensive background in commercial, Medicare and Medicaid health markets.
Prior to joining HPP, Mr. Brand served as Chief Technology Officer for Horizon Blue Cross Blue Shield of New Jersey where he led teams comprising of technology strategy and architecture, digital services, data strategy and management, systems integration and mobile health innovations. Mr. Brand also served as Chief IT Architect at MetLife, Avaya and Campbell’s Soup.

Previously he was Chief Technology Officer of Edifecs, helping the business understand and leverage ongoing changes in the technological landscape. His global experience includes time spent in Hong Kong at Cigna Healthcare and in London with Unisys.
