Position Summary:

The Executive Vice President, Policy & Strategy is the strategic leader at AHIP who oversees the development of the Association’s policy strategy and positioning on all major issues affecting health insurance providers and changes to the broader US healthcare system.  Reporting to the President and CEO, the EVP will lead, manage, supervise and coordinate industry policy development and positioning on all major healthcare issues, including health reform and issues affecting all programs and all product lines (Medicare, Medicaid, commercial, employer, individual market, supplemental, dental, vision, etc.) in addition to overseeing policy positioning on various cross-cutting issues (e.g., prescription drugs, cost of care, etc.).

The EVP leads, manages, supervises, coordinates and prioritizes Policy and Regulatory Affairs Department staff and activities, legislative and regulatory analysis and positioning, AHIP policy research projects and activities, and policy issue support for AHIP member organizations.  The EVP leads the activities of the Policy and Regulatory Affairs Committee, which works under the supervision and direction of the Long Range Strategic Planning Committee of the AHIP Board of Directors.  As requested, the EVP will report on policy and strategy developments to the AHIP Board of Directors and AHIP member company CEOs.

The EVP will work with the AHIP Board of Directors, AHIP member companies and senior association executives to identify priority issues on an annual basis, including specifying key goals and objectives.  The EVP will also have responsibility for the development of annual action plans in support of priority issue areas and attainment of objectives.  The EVP will closely coordinate activities with various key departments within AHIP, including Federal Affairs, State Affairs, Clinical Affairs, Public Affairs and others, to accomplish AHIP’s advocacy objectives

The EVP will represent AHIP on all policy issues and positions of the association at various public forums and meetings.  As requested, the EVP may also be asked to represent the organization at designated meetings, presentations and other events/activities when the CEO is unable to do so.

Specific Responsibilities:

  • Oversees and coordinates AHIP’s policy development and regulatory analysis and positioning in conjunction with the Policy & Regulatory Affairs Committee
  • Oversees and coordinates Policy and Regulatory Affairs Department activities, including supervision of staff.
  • Oversees the development of research, studies, and analysis in support of AHIP’s strategic plan, including responsibility for coordinating and preparing AHIP policy materials used in conjunction with AHIP’s advocacy efforts.
  • Oversees the identification, development, and prioritization of policy positions.
  • Represents AHIP on issues related to positions of the association at various public forums.
  • Oversees, coordinates, and delivers written communications, reports, testimony, position statements, and talking points
  • Contributes to efforts and activities that contribute to the overall functioning of the AHIP organization.
  • Responds to and assists in responding to inquiries from AHIP staff and members with respect to policy and regulatory priorities and activities.
  • Performs other duties as assigned.

Skills: 

  • Operational experience leading policy development and implementation activities in government, healthcare associations, large companies and/or other complex organizations
  • Leadership skills equivalent to drive the advancement a national policy agenda for a major advocacy organization that advances members’ operations and business models.
  • Detailed knowledge and expertise in legislative, regulatory, and political process and health insurance issues and policy issues.
  • Ability to conduct analyses of, develop positions on, and execute strategies with respect to major policy and regulatory issues relating to health insurance.
  • Exceptional strategic acumen in addition to excellent analytical, organizational, management, writing and communication skills
  • Must demonstrate good judgment, a well-developed sense of propriety, political acumen, the ability to think constructively, strong interpersonal skills, and demonstrate the ability to deal with complex and changing political situations.
  • Outstanding ability to clearly articulate complex ideas and policy strategies and to problem-solve, resolve disputes fairly, build consensus and manage conflicting interests
  • Ability to work under pressure on competing priorities and in limited and changing timeframes, along with the expectation to be available as needed outside of normal business hours.
  • Ability to handle multiple responsibilities simultaneously and supervise staff in a highly-energized environment.
  • Strong interpersonal skills with ability to work cooperatively to achieve overall organizational goals.
  • Team building and team management skills; ability to retain and motivate professional staff and create an effective work environment.

Experience:

  • Minimum 15 years of experience, including operational and management roles with leadership experience and in trade associations or large complex organizations
  • Strong understanding of the industry and its key strategic and operational imperatives.
  • Broad understanding of Association management and operations.

Education:

  • Bachelor’s degree required
  • Advanced degree (MPH, MS, MBA, JD) with a focus in healthcare preferred

Significant Work Activities & Conditions:

  • Continuous sitting for prolonged periods more than two consecutive hours in an eight-hour day.
  • Keyboard use of greater or equal to 50 percent of the workday.

Percent of Travel:

  • 0 – 25%
