Position Summary:

Under the direction of the Senior Vice President, State Affairs, the Regional Director is responsible for advancing AHIP’s political, legislative and regulatory agenda in assigned northwestern states (AK, CO, ID, MT, ND, NM, SD, and WY).

Specific Responsibilities:

  • Advocates AHIP interests in assigned states.
  • Interprets AHIP policy in determining AHIP positions on specific state legislation or regulations.
  • Directs the activity of retained counsel in assigned states.
  • Coordinates advocacy activities with all allied groups in assigned states, including member companies, coalitions, business and consumer groups and others as appropriate.
  • Appears and advocates AHIP interests before legislative bodies or regulatory agencies as necessary and appropriate, including the presentation of oral and written testimony.
  • Communicates with AHIP membership regularly through committees and/or all other appropriate means on activities of concern to AHIP and its members.
  • Consults with insurance departments concerning rulings, interpretations of insurance laws and regulations, policy filing issues of an industry-wide nature, and any other insurance department proposals or actions relating to health insurance.
  • Assists with the preparation of agendas and supporting material, and provides staff support for AHIP committees, subcommittees, task forces and work groups as assigned and lead discussions at same as appropriate.
  • Represents AHIP to other state and national organizations as assigned.
  • Establishes and maintains strong, positive working relationships with legislators, regulators and other state policymakers and their staffs.
  • Establishes and maintains network of strategic political relationships.
  • Performs other duties as assigned.

Supervisory Responsibility:

  • Supervise the work of State Affairs support staff, and other staff assigned to specific project teams.
  • Direct the work of retained counsel in assigned states.

Skills:

  • Working knowledge of state legislative and regulatory processes.
  • Working knowledge of health policy issues at the state level.
  • Understanding of influence structures within trade associations and other advocacy organizations.
  • Understanding of state political dynamics and their impact on policy.
  • Ability to gain trust and earn the respect of clients.
  • Adapts well to fast-paced, dynamic environment and priorities.
  • Excellent oral and written communication skills.
  • Excellent project management skills
  • Strong interpersonal skills.

Experience:

  • 6 – 8 years of legislative, regulatory, political, public affairs or industry experience, or any combination of education and experience that would provide an equivalent background.
  • Experience with trade associations a plus
  • Ideal candidate would have experience with health policy issues within the northwestern states (AK, CO, ID, MT, ND, NM, SD, and WY).

Education:

  • Bachelor’s Degree with advanced degree preferred, or equivalent education and experience. Degree and/or experience with focus in health policy preferred.

Physical Work Activities & Conditions:

  • Must have ability to telecommute from your home office (must be located in the region).
  • Must be able to travel within the assigned states and to AHIP headquarters located in Washington DC as needed.
  • Keyboard use of greater or equal to 25 % of the workday.

Percent of Travel:              Occasional (up to 25%).
