David Schwartz

David Schwartz is the Vice President of Public Policy & Federal Affairs at CareFirst BlueCross BlueShield (CareFirst), the Mid-Atlantic’s largest not-for-profit healthcare company. In his role, David is responsible for leading the analysis of public policy issues and developing policy positioning for the company, as well as federal and industry outreach and engagement.
David has more than 20 years of healthcare policy experience. Before joining CareFirst, David was the Head of Global Policy at Cigna Corporation, where he provided counsel on legislative and regulatory matters, developed policy positions and strategies, and positioned the company as a thought leader on current and emerging issues. Prior to his experience in the healthcare insurance industry, he spent ten years on Capitol Hill at the heart of legislative policymaking. While on the Hill, David was a senior staff member of the U.S. Senate Committee on Finance, including serving as Chief Health and Human Services Counsel.
David received a J.D. from The George Washington University Law School and a B.A. in psychology from the State University of New York, Albany.
