Edward M. DeHarde, MS

Deputy Associate Director, Healthcare and Insurance (HI), U.S. Office of Personnel Management

Ed DeHarde has worked at the Office of Personnel Management (OPM) for 23 years, currently serving as Assistant Director in Healthcare and Insurance, Federal Employees Insurance Operations. He has responsibility over all of the Federal Employees insurance operations benefits and contracts including those of the Federal Employees Health Benefits (FEHB) Program, the Federal Employees Group Life Insurance (FEGLI) Program, the Federal Long Term Care Insurance Program (FLTCIP), the Federal Employees Dental and Vision Insurance Program (FEDVIP) and the Federal Flexible Spending Account Program (FSAFEDS). Prior to this appointment, he served as the Deputy Assistant Director of FEIO and the Senior Advisor to the Assistant Director of FEIO.

Previously, Mr. DeHarde administered the Pre-Existing Condition Insurance Plan Program and the Federal External Appeals Program. In addition, Mr. DeHarde has served as Chief of FEHB Division III where he was the Contracting Officer for all FEHB community rated health plans. He also has served as the Chief of FEHB Division II, where he was the Contracting Officer over Experience Rated Fee-for-Service plans and Experience Rated Health Maintenance Organization plans.

Earlier in his career, Mr. DeHarde served as a Senior Policy Analyst with the Insurance Policy Group, Strategic Human Resources Policy (SHRP) providing advice on major aspects of the full range of health, life, long term care, dental and vision Federal employee insurance programs. Before joining OPM, Mr. DeHarde worked in the Disability Branch of the Social Security Administration.

Mr. DeHarde has a Master of Science in Applied Economics from Johns Hopkins University and a bachelor’s degree from the University of Maryland.
