Emily Ann Farrell, JD

Senior Director, Operations & Health Equity Administrator, Trillium Community Health Plan

Emily Ann Farrell brings extensive experience in public service and a strong history of equity work to her role as Senior Director, Operations and Health Equity Administrator at Trillium Community Health Plan (Trillium), a Coordinated Care Organization serving Oregon Health Plan members. Ms. Farrell is responsible for the implementation of Trillium’s data-driven health equity strategy and initiatives designed to address disparities in care, improve health outcomes, and support the diverse cultural, language, economic, education and health status needs of health plan members and the local communities. She leads a team of health equity professionals, community engagement managers, and traditional health worker liaisons dedicated to advancing health equity initiatives, cultivating community partnerships, and collaborating with government and local agencies to effect transformative change to the delivery of healthcare in Oregon.

Ms. Farrell served previously as the Director of Senior & Disability Services with Lane Council of Governments, providing needed services and supports to seniors and adults living with disabilities in Lane County. Her prior career includes managing a law practice as a legal practitioner, with practice in business law, contracts, estate planning, and assisting people through the aging process.

Ms. Farrell currently holds positions on a number of boards and workgroups, including the Oregon Health Equity Alliance, City of Eugene Human Rights Commission and TransPonder Oregon. She has previously served on boards for the National Association of Agencies on Aging (USAging), the Oregon Association of Agencies on Aging and Disabilities (O4AD), HIV Alliance, and the Lane County Bar Association. She has also served as a volunteer attorney for both the Lane County Legal Aid and Advocacy Center (Oregon Law Center) Senior Legal Clinic and the University of Oregon School of Law Domestic Violence Clinic.

Ms. Farrell, who is conversant in Spanish, holds a Bachelor’s degree in Spanish and Political Science from the University of Oregon, a Doctor of Jurisprudence (JD) with a concentration in Business Law from the University of Oregon School of Law, and a Diversity & Inclusion Certificate from Cornell University School of Industry and Labor Relations.
