Ercelle Mayner, MSA, RN

Ercelle Mayner is a Program Specialist in Enrollment and Member Support, within Healthcare and Insurance at the Office of Personnel Management. She has been at OPM for almost 12 years. She works primarily with the development of the future Central Enrollment Program (CEP) for FEHB enrollments. She is the Team Leader for the Family Member Eligibility and the Plan Comparison Tool Working Groups. She participates in the Agency Benefits Officer Collaboration Group and the Enrollment Processing Improvement Core (EPIC) Groups as a subject matter expert. She has made presentations to the FEHB Carrier Conference, the Multi-Agency Policy Advisory Council (MPAC), the ABO Collaboration Group, and to EPIC.

Previously, she worked with the Multi-State Program providing health plan contract oversight, and as a Nurse Consultant with medical disputed claims and BCBS contract negotiations. She has completed details as a Technical Manager with the CEP, a Program Specialist with National Healthcare Operations (NHO), a Supervisory Program Analyst with NHO, a Program Analyst with Program Analysis and Support (PASS), and a six month rotation with the Presidential Management Council (PMC) Interagency Rotation to the Center for Medicare and Medicaid Innovation, State Innovations Group. Prior to joining OPM, she worked in private industry in various positions e.g. health insurance, home health administration, case management, claims administration, and in intensive care nursing locally and throughout the US with a Traveling Nurse Agency. She is a graduate of Keuka College with Bachelors Degree in Nursing, and of Central Michigan University with a Master of Science in Health Services Administration.
