Gary St. Hilaire

President & CEO, Horizon Blue Cross Blue Shield of NJ

Mr. St. Hilaire is President and Chief Executive Officer (CEO) of Horizon Blue Cross Blue Shield of New Jersey (Horizon BCBSNJ), the region’s leading health solutions company.

He has over 30 years of experience as a health care executive, entrepreneur and financial leader with experience in executive leadership, strategy, start-up operations, acquisitions and divestitures, and business turnarounds. Under his leadership, Horizon BCBSNJ is leading the transformation of health care in New Jersey through collaboration with physicians, hospitals and health systems to deliver innovative, patient-centered programs that reward the quality, not quantity, of care patients receive.

Before joining Horizon BCBSNJ, Mr. St. Hilaire led Capital BlueCross as its President and CEO for nearly eight years, transforming the local health plan into a national diversified family of companies. In this capacity, he stressed the importance of leadership and corporate citizenship while driving innovation with patient-focused care models, growth in ancillary services and leading-edge data analytics. Before being named CEO in 2012, he also served Capital as President, Executive Vice President and Chief Financial Officer (CFO).

Prior to Capital BlueCross, Mr. St. Hilaire co-founded the health care technology company Choicelinx, achieving success as an industry innovator with early work in consumer engagement tools and consumer-directed health care products. He also served in executive leadership roles with Blue Cross and Blue Shield of Massachusetts, where he led a $200 million turnaround and sustainable growth as the company’s CFO, and Healthsource, Inc., a publicly-traded managed care company.

In addition to his role as President and CEO of Horizon BCBSNJ, Mr. St. Hilaire serves on the boards of directors of the Blue Cross and Blue Shield Association and of America’s Health Insurance Plans (AHIP). He also serves on the board of directors of BCS Financial, the National Institute for Health Care Management (NIHCM) Foundation, and Ernest Health.

Mr. St. Hilaire has always been involved in the communities in which he has lived. His service has included chairing the board of directors for the Harrisburg, PA-based Whitaker Center for Science and the Arts, chair of the 2016 United Way of the Capital Region Annual Campaign, chair of the 2016 Capital Region Heart Walk for the American Heart Association and Board Trustee for Harrisburg University. In 2019, he was honored by the Central Pennsylvania JDRF for his community and philanthropic leadership, and together with his wife, Sylvie, was recognized by their local United Way as Humanitarians of the Year. He and his wife are also the proud parents of six children.

Mr. St. Hilaire graduated magna cum laude with a bachelor’s degree in management advisory services from Southern New Hampshire University and began his career in finance at Deloitte & Touche.
