Joseph Kahn

Joseph Kahn is the Program Manager for the Performance Improvement Group within Federal Employees Insurance Operations at OPM. The Performance Improvement Group administers the FEHB Plan Performance Assessment program, among other projects.
Prior to his current position, Joe led a team that operationalized health statutes and programs to deliver Federal Benefits to enrollees. His team worked on many aspects of the FEHB, including implementation and operations of the FEHB Plan Performance Assessment, FEHB HEDIS and CAHPS, the Tribal Program, the FEHB Brochure Handbooks and Templates, and the Healthcare and Insurance Website. Joe has also held a position as a Program Analyst in Planning and Policy Analysis at OPM, where he conducted cost and benefits studies and projects involving Federal health programs, public employee benefits, and insurance. In addition, Joe has worked in health care and education, including operations, benefits cost evaluation, and product development for the Blue Cross Blue Shield Association.
Joe received his Master of Business Administration degree in Finance from the University of Denver, his Bachelor of Science degree in Geography with a Math minor from Southern Illinois University, and a Post Baccalaureate Certificate in Health Informatics and Health Information Management from the University of Washington.
