Joy Marsh

Vice President, Equity & Inclusion, UCare

Joy Marsh is a racial and transgender equity leader with a demonstrated history of leading organizational and systems change in health care, government administration, financial services, nonprofit, and education sectors. She joined the UCare leadership team in the summer of 2021 in the newly created position of VP of Equity and Inclusion. She leads both the workplace Diversity, Equity, and Inclusion (DEI) efforts as well as UCare’s work to advance health and racial equity among members and the community.

Joy came to UCare from the City of Minneapolis where, since 2015, she was the Director of the Division of Race and Equity. Among her accomplishments was developing the city’s first strategic and racial equity action plan focused on advancing equity across seven policy priority areas. She also collaborated with the City Council and the Mayor to create an ordinance establishing the Division of Race and Equity and associated resolutions to strengthen the city’s long-term commitment to equity. Joy knows health care as well, working more than eight years at UnitedHealth Group in progressively more advanced business analysis and product owner positions.

Ms. Marsh has a Bachelor of Science in Social Science and a Master of Education in Special Education and Teaching from the University of Minnesota-Twin Cities.
