Maggie Martel

Program Manager, Healthcare and Insurance (HI), U.S. Office of Personnel Management

Maggie Martel is a Program Manager in Healthcare and Insurance at the U.S. Office of Personnel Management. She came to the agency in 2004 as a Presidential Management Fellow where she had the opportunity to rotate to different divisions inside the agency including the Office of General Counsel and the Office of the Inspector General as well as the Insurance Policy Group. During her career at OPM, she has completed detail assignments to the Office of Management and Budget and the Department of Education International Affairs Office.

Beginning in 2006, she worked on policy issues pertaining to Federal employee and annuitant benefits focusing on regulatory requirements and legislative development. In 2014 she became a team lead and in 2018 a supervisory analyst in the Policy Analysis group. In 2022 she became the Program Manager of the Enrollment and Member Support group with a major goal, among other priorities, to continue to improve the FEHB member enrollment experience and to help ensure Federal employees and annuitants have the information needed to make appropriate plan decisions.

Ms. Martel has a Bachelor of Arts degree from the University of California at Los Angeles and a Juris Doctor degree from the Georgetown University Law Center. She is licensed to practice law in the state of California.
