Mark Starinsky, AHFI, CFE, CHC, SA

Mark Starinsky is a product lead for Shift Technology’s Healthcare Improper Payment Detection solution, where he is responsible for building and managing Shift’s leading AI solution for fraud detection in healthcare. Before Shift, Mark managed Product and Service Delivery for payment integrity solutions at Covitivi and General Dynamics. Prior to his technology roles, Mark was a criminal investigator and senior auditor for the U.S. Department of Health and Human Services, Office of Inspector General (OIG). During more than 10 years with the OIG, Mark successfully identified more than $1 billion of fraud, waste and abuse. He led various reviews of Medicare and Medicaid providers including home health agencies, durable medical equipment suppliers, mental health centers and health maintenance organizations. Mark has received several awards for meritorious service, is an active Accredited Healthcare Fraud Investigator (AHFI) and Certified Fraud Examiner (CFE) and has been published in the Association of Certified Fraud Examiner’s Insurance Fraud Casebook – Paying a Premium for Crime. Mark holds a Bachelors of Science in Accounting from Florida State University as well as an AHFI designation and CFE certification.
