Merle Townley

Mr. Townley began his career at the Office of Personnel Management in 1990. He worked for Retirement Services for 17 years. All federal employees who retire will have their annuity calculated by software that Mr. Townley helped to develop. In addition, he has worked in Court Ordered Benefits, Student Entitlement, Quality Control and Retirement System Modernization.

Mr. Townley has worked in Healthcare and Insurance for 14 years. He is currently the Senior Technical Advisor for Program Development and Support (PDS). He worked as an analyst and was also the Chief of Individual Benefits and Life managing the contracts for FLTCIP, FEGLI, FEDVIP, FSAFEDS and BENEFEDS. As Chief of HPDI, he helped develop the Multistate Plan Portal Suite of software and the Benefits Plus application. Mr. Townley has also taken time off from OPM to work as a Personnel Officer and as a consultant for the United Nations Food and Agriculture Organization in Rome, Italy. He developed a variety software for their benefits programs. Mr. Townley has a Bachelor’s degree in the History and Philosophy of Science from the University of Florida. He has a MBA from IESE in Barcelona, Spain. He speaks Spanish and Italian.
