Padma Babubhai Shah serves as a Senior Policy Analyst in Healthcare and Insurance. Padma led OPM’s work on implementing its responsibilities under the No Surprises Act and the transparency provisions of the Consolidated Appropriations Act, 2021. He is currently on a detail to the Department of Health and Human Services (HHS) as a Senior Advisor to the Director of the Office for Civil Rights. Prior to joining OPM, Padma used to work at the Centers for Medicare and Medicaid Services and the private sector.
