Rachel Royster

Rachel Royster began her Federal career at OPM in 2010 following the passage of the Affordable Care Act (ACA). Rachel has spent close to 12 years at OPM focusing on health and benefit policy issues pertaining to Federal employees and annuitants.

Some of her notable achievements include leading efforts to extend FEHB benefits to Tribes, development and implementation of ACA provisions affecting FEHB, and most recently, various initiatives related to the 2021 Consolidated Appropriations Act. Rachel has also collaborated across OPM and contributed to the implementation of the Evidence Act, OPM-wide strategic planning, and agency performance management. Prior to her Federal career, Rachel worked for several private law firms and non-profits. Rachel has a Bachelor of Arts in Government from the University of Virginia (Go ‘Hoos!) and a Juris Doctor from the George Mason School of Law. Rachel is licensed to practice law in the state of Virginia (though she much prefers policy work).

Outside of work, Rachel enjoys spending time with her husband Brandon, son Lance (8), and daughter Evie (5). She is also an avid gardener, Outer Banks NC lover, and fitness enthusiast.
