Rebecca Kander

Senior Actuary, Healthcare and Insurance (HI), U.S. Office of Personnel Management

Rebecca Kander serves as Senior Actuary for Group Insurance Programs in the Office of the Actuaries for the Healthcare and Insurance (HI) division of the US Office of Personnel Management (OPM). She has twenty years of Federal actuarial experience, of which thirteen have been with HI’s Office of the Actuaries. She has served as a Lead Actuary for nearly eight of those years. In that role, Rebecca has been primarily responsible for negotiating premiums with the more than 60 FEHB community rated plans. She also calculates the FEHB government and enrollee premium contributions and developed the Medical Loss Ratio (MLR) rules to which all our community rated carriers must comply.

Rebecca’s portfolio also includes overseeing annual premium negotiations for the Federal Employees Dental and Vision Insurance Program (FEDVIP) and providing actuarial advice and recommendations for the Federal Long Term Care Insurance Program (FLTCIP).

Rebecca is a Fellow of the Society of Actuaries as well as a Member of the American Academy of Actuaries.
