Sai Ma, PhD, MPA
Director, Enterprise Clinical Quality, Elevance Health
Dr. Ma has twenty years of experience in healthcare, including holding positions in government, academia, research organizations, and health insurance. She has extensive expertise in healthcare research and evaluation (30+ publications), quality measure development and application, health equity, Medicare policy, and value-based purchasing programs. She currently is a director for Enterprise Clinical Quality at Elevance Health, where she oversees the development and implementation of whole health strategies. She has led work in identifying health disparities and improving health equity while working at Humana and the National Quality Forum (NQF), led the evaluation of several payment models including the Value-based Insurance Design (VBID) at CMMI, and was a SME for the MA-PD Star Ratings and CAHPS at CMS. Most recently she served as a co-chair for CQMC health equity work group. Sai has a PhD in Health Policy Analysis from Pardee RAND Graduate School and an MPA from Maxwell School of Syracuse University.
