Senior Vice President, Social Determinants of Health,
Barbara B. Gray is senior vice president of Social Determinants of Health (SDOH) for Highmark Health. Highmark Health’s SDOH team is responsible for evaluating non-clinical opportunities that can positively impact the health and well-being of members and the community at large.
SDOH aims to address underlying social causes that often contribute to higher utilization of health care services, improve transportation options for patients, partner with industry leaders to advance policies that progress health equity, support the unique programs delivered by Allegheny Health Network’s Center for Inclusion Health, coordinate Highmark’s efforts targeting the opioid crisis and collaborate with community-based organizations and partners to develop and deploy innovative models supporting the health and well-being of residents.
A solutions-focused leader, Gray recently served as interim chief clinical officer of Gateway Health. Her prior roles at Highmark include senior vice president of Clinical Services, where she was responsible for developing and executing Highmark Inc.’s clinical strategy, and senior vice president of senior markets, leading the company’s Medicare Advantage business.
Gray possesses expertise in health care strategy and operating high-functioning business organizations. She has extensive experience in the health care industry, including population health, business development, account management, operations and consulting.
Gray’s 30-plus years of experience in the health care industry also includes roles as senior vice president and operating unit leader for Healthways, vice president of integrated care delivery for Premier Health Alliance and managed care practice leader for Ernst & Young.
Gray holds a bachelor’s degree in nursing from California State University, Chico, and an MBA in finance from George Mason University.

Seven socioeconomic and environmental factors largely determine one’s health before a health system can intervene. These are social connections, financial strain, health literacy, food insecurity, transportation, safety and housing stability.
• Opioid Crisis
Highmark Health is responding to members’ and patients’ needs with a comprehensive approach that emphasizes primary prevention, safe prescribing, high-quality and accessible addiction treatment, and community supports. Through these evidence-based practices, Highmark has helped to lower the use and duration of use of opioids, and strengthened services available to individuals and families confronted by drug dependence.
• Diabetes Education & Care Management
With more than 29 million U.S. adults diagnosed with diabetes and an additional 84 million living with prediabetes, it’s fair to say diabetes has reached the level of an epidemic. Highmark is reminding its members that there are programs available to not only help manage diabetes, but to also prevent the disease from developing. People with prediabetes who take part in a structured lifestyle change program can cut their risk of developing type 2 diabetes by as much as 58 percent.
