Candy (Colleen M.) Gallaher is the Senior Advisor of State Policy at America’s Health Insurance Plans (AHIP). She leads AHIP’s work reviewing and analyzing legislative and regulatory activities in the 50 states and the District of Columbia, and identifying areas for the development of policies, strategies, and recommendations. She has been with AHIP since early 2010 handling policy issues related to state implementation of health benefit exchanges, rate review reforms, single risk pools, MLR, and the related state and federal regulations and insurer oversight. She is AHIP’s Team Lead in working with the National Association of Insurance Commissioners (NAIC), utilizing her more than 25 years of experience working with the NAIC on state issues, where Insurance Commissioners and their staff focus on state insurance issues for consumers, health care reform, health care costs, emerging issues, financial regulation and solvency.
Prior to joining AHIP Ms. Gallaher was head of Regulatory Affairs at Highmark Inc. leading policy development and compliance with state reporting and other regulatory requirements. During her 25 years there she worked on strategies and regulatory initiatives affecting HMOs, PPOs, national dental and vision plans. She maintained an active insurance producer license during that time to assure an understanding of the state’s licensing requirements and developed and implemented the necessary training on regulatory changes, and robust oversight of appropriate marketing by agents and brokers. She holds an MBA from Penn State University and a BFA from Carnegie-Mellon University, and has taught as an adjunct professor at both Penn State University and at Point Park College in Pittsburgh.
