As chief strategy officer for Magellan Government, Doug is accountable for building long-term growth and retention strategies that build tactical relationships with customers toward addressing current and future needs. He also provides expertise with federal and state government legislation that impacts state customers. He provides a national view of evolving events in Medicaid and meets regularly with CMS officials to stay informed of developments and offer comments.
Before becoming chief strategy officer he served as vice president of Account Management and Value Based Solutions. He has 30 years of pharmacy and management experience and has been with Magellan Rx for 17 years; the last 15 years in preferred drug list management, rebate contracting and account management. Doug had strategic and operational responsibility for six of Magellan’s 13 state Medicaid PBM contracts.
Doug also collaborated with the Center for Evidence-Based Policy at the Oregon Health & Sciences University on the State Medicaid Alternative Reimbursement and Purchasing Test for High-Cost Drugs, known as the SMART-D project, working on efforts to bring an open source outcomes-based contract to Medicaid. He is the architect and executive sponsor of the award-winning Medicaid Trend Report, an annual publication by Magellan Rx that seeks to educate the market about pricing fundamentals, cost drivers, and traditional and specialty drug trends that shape the Medicaid program.
Doug began his career with CVS/Pharmacy and served as a pharmacist-in-charge and store manager. He earned a Master of Business Administration from Virginia Commonwealth University and a Bachelor of Science Degree in Pharmacy from The University of Rhode Island. He is a registered pharmacist and lives outside of Richmond, Virginia.
