Edmund F. Haislmaier is the Preston A. Wells Jr., Senior Research Fellow in Domestic Policy Studies at The Heritage Foundation. He has thirty years experience analyzing health care markets and public policies, and has assisted numerous state and federal lawmakers with designing and drafting health care legislation.
Mr. Haislmaier has particular expertise in the structure and regulation of health insurance markets, the tax treatment of health benefits, and pharmaceutical policy issues. He has published extensively on those and other health care policy topics. During the last several years, much of his work has involved analysing and measuring the effects of the Affordable Care Act on health insurance enrollment, insurer competition, and the law’s risk mitigation programs.
