Gloria N. Eldridge, PhD, is a business executive with the Health Care Service Corporation (HCSC). She works in the Washington, D.C. office where she represents all five Blue Cross Blue Shield plans (IL, MT, NM, OK, and TX). She leads several areas including Medicaid and the Children’s Health Insurance Program (CHIP), health equity and disparities, telehealth, quality of care, maternal health, among others.
Dr. Eldridge has served on the Board of Directors of the Medicaid Health Plans of America (MHPA) and the Advisory Board of the Institute for Medicaid Innovation. She was also on the Kaiser Family Foundation’s National Technical Advisory Committee for Women’s Reproductive Health.
Dr. Eldridge has published on health care financing in the nation’s premier peer review journals and practitioner platforms, particularly on value based health care topics – service delivery systems, provider payment, and telehealth/remote health monitoring. Her doctoral dissertation was on national health financing and the Medicaid program.
She also worked internationally at the World Health Organization in Copenhagen, Denmark and the London School of Economics on pharmaceutical financing and comparative health financing. She worked for the Lewin Group/Quintiles Transnational in their Washington, D.C. and London offices, for the U.S. Government Accountability Office, and the Georgetown Health Policy Institute. She has worked for think tanks, taught graduate courses, and has advised start-up companies. She holds degrees from Yale, the London School of Economics, and the University of Texas at Austin.
