Howard Bedlin is the Vice President for Public Policy and Advocacy for the National Council on Aging (NCOA). For the past 30+ years, he has been at the forefront of national advocacy efforts to protect and strengthen the Medicare and Medicaid programs on behalf of older adult beneficiaries. Howard also leads NCOA’s legislative and public policy efforts on economic security and social determinants of health, particularly related to community services available under the Older Americans Act. He has played a leadership role in a variety of coalition efforts, including the Leadership Council of Aging Organizations, the Improving Medicare Markets Initiative, and the Disability and Aging Collaborative.
Prior to joining NCOA, Howard was a Legislative Representative with AARP for ten years. Before that, Howard was the Deputy Director of Government Affairs for the National Association for Home Care and the Counsel for Public Policy at LeadingAge. He began his career at the Johns Hopkins Center for Hospital Finance and Management. Howard received his law degree and Masters in Public Policy Science from the University of Maryland.
