Jennifer Kowalski is the Vice President, Public Policy Institute, at Anthem, Inc., one of the nation’s leading health benefits companies.
The Anthem Public Policy Institute works to advance meaningful change in the healthcare system through publication of policy-relevant data analysis, timely research, and insights from Anthem’s innovative programs. In her role as head of the Public Policy Institute, Jenn directs policy research and data analysis; convenes and connects with experts; supports external research; and oversees the production of papers, issue briefs, and other materials that contribute thought leadership to the health policy debate.
Prior to joining Anthem, Jenn was Vice President at Avalere Health, a Washington, DC based health policy consulting firm, where she spent more than nine years. At Avalere, Jenn advised managed care and life sciences companies on policy and strategy related to health insurance reform and the Affordable Care Act, Medicare Advantage and Part D, and Medicaid. As co-director of the Health Reform Practice, she also led the strategic direction and day-to-day management of a practice of 30 professionals.
Previously, Jenn was a consultant at The Lewin Group, where she focused on quantitative analysis and program evaluation of mental health and substance use treatment initiatives. Jenn holds a Master of Science in health policy and management from the Harvard University School of Public Health and a Bachelor of Arts in community health from Brown University.
