Michael Kolber is a healthcare regulatory partner in Manatt, Phelps & Phillips’ New York office. He advises commercial, Medicare and Medicaid health plans, and others, on state and federal regulatory matters, including medical loss ratio, risk adjustment, mental health parity, surprise billing and transparency reporting issues. He defends insurance companies and insurance brokers in administrative enforcement actions and conducts administrative law litigation. Prior to joining Manatt, he was an attorney in the Office of the General Counsel at the U.S. Department of Health and Human Services, where he was responsible for the health insurance reforms of the Affordable Care Act. He graduated magna cum laude from Harvard Law School, and clerked for a judge of the U.S. Court of Appeals for the Second Circuit.
