The National Committee for Quality Assurance (NCQA)
Rachel Harrington is a Research Scientist at the National Committee for Quality Assurance, where she leads measure development in the areas of risk-adjusted resource utilization, and evolving approaches to health equity in quality measurement. She serves as the scientific lead on multiple federal and foundation-funded projects, including work to develop an equity-focused quality measurement framework with an emphasis on applications in Medicaid.
Before joining NCQA, Dr. Harrington was a fellow at the University of Illinois at Chicago Institute for Health Research and Policy, where her research focused on healthcare utilization and quality among early survivors of pediatric cancer. Prior to that, she spent over 10 years in the pharmaceutical industry, including roles in health economics and outcomes research. Dr. Harrington holds a Ph.D. in Pharmacy Systems, Outcomes and Policy from the University of Illinois at Chicago.
