Vice President, Provider Strategy and Partnerships, Enterprise Network Solutions, Health Care Service Corporation
Salma Khaleq is the Vice President of Provider Strategy and Partnerships at Health Care Service Corporation (HCSC), the largest customer-owned and forth largest health insurance carrier in the nation, serving more than 16 million members in Illinois, Montana, New Mexico, Oklahoma and Texas. Her role at HCSC is to lead its five Blue plans in delivering scalable solutions to optimize medical expense and improve market competitiveness, including partnerships with providers to accelerate adoption of value-based care and transform the health care delivery experience for our members.
A component of her role is to advise on investment opportunities that enable affordable, sustainable, quality care and oversee the portfolio of provider partnerships pursued by HCSC Ventures, a wholly-owned capital investment firm focused on strategically-aligned businesses. She is serving on the board of the newly formed management company of the joint venture with Sanitas USA. In addition, Salma has been recently appointed the Executive Chair of HCSC’s Asian American Business Resource Group, aimed at connecting diverse employees and their communities to the Blue brand.
In her eight years at HCSC, Salma led various teams focused on legislative policy monitoring, regulatory compliance, strategy development, implementation and operations. She managed the launch of dozens of narrow network offerings as part of HCSC’s entry into new market segments, developed the compliance oversight model for network management in regulated markets, established a disciplined approach to delivering over $1B of reduced medical expenses annually, and set HCSC on the course for pursuing vertical integration opportunities.
Prior to joining HCSC, Salma held roles in state and federal health care regulatory oversight and compliance at the University of Chicago Medicine and Assurant Health. Salma holds a Juris Doctor from DePaul University School of Law and a Bachelor of Arts in Political Science from Marquette University and is admitted to the State Bar in Illinois.
As a first-generation American, Salma is an avid supporter of the economic, social and political rights of immigrant communities and has supported several clients gain legal status in the United States as a volunteer attorney . In her spare time, she is either debating health care topics with her husband, a practicing Podiatrist, or hanging out with her two young sons.
