Blue Cross and Blue Shield of Minnesota
As vice president of policy, Scott Keefer leads Blue Cross’ policy and legislative affairs teams. His responsibilities include the coordination of state and federal advocacy and policy initiatives, and the engagement of key internal and external business partners to translate emerging public policy into action.
Scott joined Blue Cross in 2010 after working on public policy and health care for 15 years in Washington, D.C. He served most recently as Vice President for Policy at America’s Health Insurance Plans (AHIP). In that role, he led AHIP’s efforts to shape health care reform in Congress, playing a key role in translating insurance market regulation into public policy. Scott worked as a congressional staffer for 10 years, including as the legislative director for U.S. Representative Harold Ford, Jr., and served in several health-related positions in both the private and public sectors.
Scott Keefer is a graduate of Washington and Jefferson College, and received his law degree from Duquesne University School of Law in Pittsburgh, PA. He has testified before state legislatures, participated in industry-wide discussions to shape the development of health policy and spoken to public policy audiences about the implementation of health care reform in Minnesota and at the national level. Scott is active in the local community and serves on several boards of directors, including the board of the Minnesota Comprehensive Health Association (MCHA).
