AHIP Responds to CMS 2024 Final Rate Notice for Medicare Advantage and Part D Plans

WASHINGTON, D.C. – (March 31, 2023) – Matt Eyles, President and CEO of AHIP, issued this statement following the Centers for Medicare & Medicaid Services’ (CMS) release of the Final Rate Notice of Methodological Changes for Calendar Year (CY) 2024 for Medicare Advantage (MA) Capitation Rates and Part C and Part D Payment Policies (Final Rate Notice):

“More than 31 million seniors and people with disabilities choose Medicare Advantage (MA) because it delivers lower costs, more choices, and better access to coverage and care than original Medicare. We appreciate that CMS recognized the serious concerns with several proposed policies in the Advance Rate Notice that would affect MA enrollees in 2024, including by phasing in changes over a period of 3 years. Health insurance providers will continue to focus on delivering affordable, high-quality and competitive coverage choices to MA enrollees and evaluate the impact on our most vulnerable populations like dual-eligible Americans who are among the sickest and lowest-income members of our communities.

“As the MA program continues to serve an increased share of Medicare-eligible Americans, it is essential for the public sector and the private market to work in partnership together, considering the perspective of all stakeholders and the impact of further changes to the Medicare Advantage program in a thoughtful, collaborative, and timely manner.

“A large bipartisan group of Congressional champions and other stakeholders stepped forward to demonstrate their strong support for beneficiaries and this program, which consistently delivers affordable, high-quality care to millions of Americans. We applaud these leaders for standing up for seniors and people with disabilities.

“We remain committed to working collaboratively with the Administration, as well as with Members of Congress, to continue to build on the strengths of this program and ensure that it continues to deliver better services, better access to care, and better value for seniors and taxpayers alike. Working together, we will strengthen this successful public-private partnership with solutions that improve the health and financial security of America’s seniors.”
