Tompkins Strategies LLC, founded in 2012, is a boutique lobbying firm specializing in political intelligence and strategic advice. Founding Principal, Elena Tompkins, has over 25 years experience working in Washington, DC on a variety of high profile issues.

Ms. Tompkins began her career at Patton Boggs, LLP working on behalf of several Fortune 500 clients on issues ranging from international trade to financial services. From there, Ms. Tompkins served as a Senior Legislative Officer in the Office of Congressional Affairs at the Department of Labor as a political appointee for President George W. Bush.

After her service in the administration, Ms. Tompkins joined the Federalist Group, which eventually became Ogilvy Government Relations. During almost ten years with Ogilvy, Ms. Tompkins served the firm’s top clients on issues ranging from healthcare to financial services, among many others.

Ms. Tompkins has a particular focus on building and managing coalitions on behalf of a number of large trade associations. Her experience includes developing and executing long term legislative campaigns in the House and Senate, working directly with staff and Members of the major Congressional committees as well as Republican leadership in both chambers.

Ms. Tompkins was honored as a Leading Association Lobbyist in 2013 for her leadership in the Stop the HIT Coalition, an organization aimed at repealing the health insurance tax imposed by the Affordable Care Act. The tax was fully repealed at the end of 2019.
