Jeffery A. Drozda

Chief Executive Officer, Louisiana Association of Health Plans

Jeff has more than 30 years of experience in association management and federal/state government relations. He has actively engaged the United States Congress and state legislatures in Louisiana, South Carolina, Mississippi, Alabama, Ohio, Indiana, and North Carolina. Jeff has been featured on numerous national and local new outlets such as CNN and Sky News.


Jeff graduated in 1989 from the University of Notre Dame with a double major in International Relations/Government and Philosophy. Upon graduation, he started his career at the United States General Services Administration - Office of Congressional Affairs in Washington DC. There he served as a Schedule C Presidential Appointee under the George H. W. Bush Administration. He initiated legislative strategies to be implemented in the 102nd Congress.

In 1991, Jeff joined the Republican Leadership Staff at the Ohio House of Representatives where he served as Legislative Assistant working on the implementation of various legislative proposals.

Drozda joined the Public Utilities Commission of Ohio (PUCO) as Executive Assistant to the Commissioner in 1993. Here he advised the Commissioner on utility cases before the Commission as well as issues before the National Association of Regulatory Utility Commissioners (NARUC). Jeff also served as an NGO representative before the United Nations Intergovernmental Panel on Climate Change (IPCC) in New York City.

In 1995, American Electric Power (AEP) hired Jeff to be Manager of Federal Relations in Washington, DC, where he engaged relevant federal agencies related to energy and electric utilities. In 1998, Jeff became the Government Affairs Director for AEP in Indiana. There he was responsible for all political and public policy program working with state and congressional policy makers.

Drozda was elected State Senator in the State of Indiana in 2002. He served on the Senate Judiciary Committee, Senate Courts and Criminal Committee, Senate Energy and Environment Committee, Senate Education Committee, and Senate Insurance Committee. Jeff was re-elected in 2006 and retired in 2008. Jeff was actively engaged in local and state economic initiatives. He has also traveled on economic trade missions to Japan and Korea.

Starting in 2006, Jeff became responsible for UnitedHealthcare’s legislative, political, and external affairs in the southeastern part of the United States. The Drozda Family relocated to South Carolina and lived in Simpsonville for three years. At the time he covered South Carolina, North Carolina, and the Gulf States. He worked alongside governors, legislators, insurance commissioners and staff focusing on key health issues and improved health care insurance. Jeff also interacted with policy makers at the National Governors Association (NGA), the National Association of Insurance Commissioners (NAIC), and the National Conference of Insurance Legislators (NCOIL).

At the beginning of 2012, Jeff assumed the role as Chief Executive Officer of the Louisiana Association of Health Plans. He now works closely with Louisiana legislators and represents major health plans. He acts as an advocate for health benefits organizations and ensures that the industry is represented on matters that influence public policy affecting health plans. In his role as CEO and chief lobbyist, Jeff spends most of his time educating legislators and LAHP members on legislative initiatives and the implementation of new laws.

Over the last eight years Jeff has consistently grown the organization’s membership, finances, and event attendance year after year. He has also used his core organizational skills to make LAHP one of the premier health plan associations in the nation.

Furthermore, Jeff works closely with Louisiana Governor John Bel Edward’s executive and legislative staff to address health care issues in Louisiana. He also actively engages with the Louisiana Department of Health and the Louisiana Department of Insurance.

Jeff and his wife, Cheryl, have eight children and reside in Lafayette, Louisiana.
