Jeffrey Moser is a Program Specialist in Healthcare and Insurance at the U.S. Office of Personnel Management. Jeffrey began this role in 2017, as one of the initial members of what is now Enrollment and Member Support. Jeffrey came to OPM in 2013 as Program Analyst working on the Multi-State Plan Program (MSPP) managing both relationships with State insurance commissioners and overseeing the annual MSPP benefits review process.

Prior to joining OPM in May 2013, Jeffrey worked for the Washington State Office of the Insurance Commissioner (WA OIC) as a Senior Market Conduct Examiner. In addition to state level health insurance regulation, Jeffrey’s work with the WA OIC covered virtually all forms of regulated insurance.

Jeffrey’s insurance career began in the private sector at Reliance Standard Life in 1996. During his career Jeffrey also worked for CIGNA and Swiss Re. Jeffrey has a broad base of insurance knowledge and experience included work in actuarial, claims, internal audit, project management, and underwriting.

Jeffrey has a Bachelor of Arts degree in Mathematical Economics from the Temple University and a Masters’ degree in Mathematics from the Villanova University.
