Scott Bowers joined Spiras Health as the Chief Executive Officer in 2021, reporting directly to the Board of Directors. He has spent his career focused on improving access and quality care to the most underserved and fragile populations within the government healthcare space. During his more than two decades of healthcare leadership, he has combined payor and provider experience, driving organizations toward metrics-based clinical and financial results.

Scott Bowers joined Spiras Health as the Chief Executive Officer in 2021, reporting directly to the Board of Directors. He has spent his career focused on improving access and quality care to the most underserved and fragile populations within the government healthcare space. During his more than two decades of healthcare leadership, he has combined payor and provider experience, driving organizations toward metrics-based clinical and financial results.

Scott has deployed population health strategies, ensuring a keen focus on community-based solutions, addressing physical, behavioral and social determinants of health integration through value-based contracting approaches.

Scott joins us after serving as President and CEO of Passport Health Plan, a $2B statewide health plan in Kentucky, serving some of the most complex patients with chronic conditions. Previously, Scott was Evolent Health’s National Medicaid President. During that time, he helped the organization design, develop and launch three Medicaid health plans in Florida.

Other experience included his role as President and CEO of UnitedHealthcare Community Plan of Tennessee, a 620,000 statewide Medicaid and Medicare health plan. There he helped increase access, and improve quality, while suppressing medical trends below national averages. As President and CEO of UnitedHealthcare of the Mid-Atlantic, Mr. Bowers worked to ensure strong regulatory compliance and provider satisfaction. There he restored UnitedHealthcare’s Maryland plan to financial stability and worked with their Washington DC health plan to obtain NCQA accreditation. He began his health care career with leadership roles at successful start-up Medicaid health plans Harmony Health Plan in Illinois and Unison Health Plan in Ohio, where he learned the importance of provider alignment in both urban and rural settings.

Scott holds a bachelor’s degree from Princeton University and an MBA from Washington University’s Olin School of Business. He enjoys developing teams with operating discipline and a high sense of urgency, built on a culture of accountability. He is excited to bring his experiences and his passion to help people breathe easier through Spiras Health.
