Introduction

The consequences of substance use disorders and the opioid crisis are profound: on average, 130 people die every day from an opioid-related overdose and 3,900 people will use a prescription opioid outside of legitimate medical purposes. Substance abuse costs our nation more than $740 billion annually in crime, lost work productivity, and health care. The impact is broad, affecting the health care system, social services, communities, and the economy.
